The event puts cosplayers at the center of planning, treating photography, composition, and lighting as part of the work, and it enforces consent rules for shooting. The organizer says CCF began in Taichung in October 2024 and has since expanded to Taipei and Kaohsiung.
CCF is a young event testing whether an anime festival built around cosplayers' needs rather than around booths or commercial content can hold together across three days and multiple cities.

The organizer traces CCF to a simple complaint: at most anime and manga events in Taiwan, cosplayers gather around the program rather than shape it. CCF was built to reverse that, with cosplayer needs considered from the choice of venue and program down to how photography is handled on the floor.

That means consent rules for shooting and an explicit expectation of respect between participants, alongside doujin works such as cosplay photo books and model displays. The event also works to link SNS posts of works back to meetings at the venue, and to build ties with media and overseas partners. The Taipei edition ran three days.

CCF's consent rules for shooting are the part worth watching. Cosplay events treat photography as a right; CCF puts it on the schedule as a negotiated act between cosplayer and lens.
CCF's shooting consent rules put the cosplayer's permission on the schedule, not the photographer's convenience.
CCF treats photography, composition and lighting as part of the cosplay work itself, and enforces consent rules for shooting. Most events leave that negotiation to the floor. Writing it into the format is what makes the Taipei run different.
CCF Cosplay Comic Festival 08 took over Huabo Park Zhengyan Hall in Taipei for three days, October 9 to 11.
