A silhouette appearing about 20 seconds in, behind Rock Howard, has drawn speculation that it may be Reina from Tekken 8. No details beyond the phrase "Fate crosses" were revealed. Character trailers for Tokyo Revengers collaboration fighters Manjiro Sano and Ken Ryuguji were published the same day.
SNK is teasing the crossover before naming anything, and the silhouette is doing the announcing, which keeps the roster question open while a Tokyo Revengers wave lands at the same time.

The teaser runs about 20 seconds before the silhouette shows up, emerging from behind a building behind Rock Howard, a character who first appeared in Fatal Fury: Mark of the Wolves. The clip is on YouTube, and the guessing has spread to the official X account and Reddit, where comments run toward hoping Reina is playable rather than difficult to use.

SNK has released nothing else about the crossover except the phrase "Fate crosses." The same day brought character trailers for Manjiro Sano (Mikey) and Ken Ryuguji (Draken), the Fatal Fury CotW and Tokyo Revengers collaboration fighters, whose stories will be added to ARCADE MODE and the single-player RPG mode EOST MODE.

A face glimpsed mid-teaser, not a name, is SNK's entire hook. Fatal Fury: City of the Wolves gets a Tekken 8 crossover and the studio is answering the fun part first, identity later.
SNK is selling the Fatal Fury: City of the Wolves and Tekken 8 crossover as a guess, not a roster. The silhouette is the announcement.
Manjiro Sano and Ken Ryuguji got full character trailers. The Tekken 8 side of the Fatal Fury: City of the Wolves crossover got a shape behind Rock Howard and the phrase Fate crosses. That asymmetry is the point: SNK gets to run Manjiro and Ken Ryuguji normally while the mystery floats.
SNK announced a collaboration between Fatal Fury: City of the Wolves and Tekken 8 on October 8, with a teaser video whose faint silhouette behind Rock Howard has viewers guessing Reina.
