Based on a Russian comic by writer Vitaly Terletsky and artist Katia, it puts players in the role of Henri Pascal, a chameleon journalist, investigating the Republic of Sabakistan, a closed dictatorial state where Supreme Leader Comrade Aibou is rehearsing his own funeral. Both original creators worked on the game version.
The absurdist arrest-on-any-choice mechanic, combined with the terminal that replaces the game screen, suggests the adaptation is built around institutional paranoia rather than conventional investigative adventure design.

The game drops players into the Republic of Sabakistan as Henri Pascal, a world-famous journalist and documentary writer who enters the country to cover Comrade Aibou's funeral rehearsal. On arrival his video camera is confiscated and replaced with a government terminal limited to text input, low-resolution photography, and GPS recording. The screen shifts to show the world through that terminal. Petty actions trigger immediate arrests: picking up money leads to a charge of illegal possession of state property, and putting it back leads to a charge of intentional contamination of public space. The terminal also carries a button labeled "Do not press."

Sabakistan: The Land of Dogs puts players behind a chameleon reporter's eyes instead of a resistance fighter's, which keeps the dictatorship at arm's length for most of the run.
A chameleon journalist as the protagonist keeps Sabakistan: The Land of Dogs at arm's length from the dictatorship it depicts.
Sabakistan: The Land of Dogs casts a chameleon reporter as its lead rather than a resistance fighter.
